Backup has to be on, on both. Open Family, Turn on backup, and sign in with the same email on each. Anything logged before you signed in is uploaded at that point.
That is deliberate if you invited them as a carer. Carers can log anything and see roughly the last day. Invite them as a partner instead to share everything.
Family, Your data. Export writes a readable file you can keep. Delete removes every log from your phone and from the servers, and closes your account. Neither needs you to ask anyone.
They probably are. Anka only counts what someone remembered to log, which is why it calls them a rough picture. Missed logs are normal and not a problem.
